Before and after images are compared using 64-bit perceptual hashing. Hamming distance below 5 means the same photo was uploaded twice — auto-rejected instantly.
After photos must be taken in real time during the submission. Any photo captured more than 10 minutes before it's uploaded is automatically rejected.
If the same image hash appears from a different user account within 24 hours, the second submission is auto-rejected — stops photo sharing between accounts.
GPS is recorded at each photo moment. Admin sees the actual distance in metres between before and after shots. Under 10m is high risk. 10–50m triggers manual review.
